Try making a pie chart and see if that's what you want.

rob -
i did look @ this this weekend, but i forgot to bring the spreadsheet
to work. :(
the best thing i could come up with is:

in excel 2003, if you insert an autoshape, & choose "other
autoshapes", there was a pieslice autoshape.
in excel 2000, i found it under the "miscellaneous" folder of extra
clips it brings up.

it's a "wmf" file, & the name in the properties is "BD18235_"

anyway, the pieslice has two open sides at 12pm & 3pm, which are
moveable. i recorded a lot of macros trying to decipher how you can
make the movements exactly to 12pm, 3pm, 6pm & 9pm. i also
experimented with adding a flowchart "OR" shape behind it, colored
white with no lines, to make sure it was a black & white harvey ball;
however, the OR shape is not exactly circular, & i couldn't get it to
work exactly right.

but in theory, the idea might work. enter an OR shape, color it
white, make lines white, then add a pieslice shape on top of it, &
adjust the "arms" to point where you want.

if you get it to work, i would greatly appreciate your posting the
code! and so will anybody else looking for harvey ball programming in
the future!
hope it helps
