Default Setting up a formula

Can anybody help me on a formula that will give me percentages from a set
number and give me a + or - %

Example

Hours to do a job Actual hours worked Percentage
on work done
10 5
150%
10 15
50%
10 10
100%

Perhaps I'm just being slow, but I can't figure out how you're
calculating your percentages - could you expand a bit?

Default Setting up a formula

I work off SAP software and I can pull a Proficiency page on a job with all
who worked on that job. It will give me a precentage from actual time worked
on the job from the standard time given. I can setup for percentages, but
it's like I need to reverse the values to give me the precentages I want. If
I have a job that should take 10.88 hours to complete, but actual time was 8
hours to complete. This will give a proficiency of 136%. Can you advice.

Well that isn't the way you did it in your earlier examples.

If you've got scheduled time in column A, and actual time worked in column
B, then your proficiency is =A2/B2, formatted as percentage.
That will, of course, give 200% and 67% for your first two examples, not the
150% and 50% which you quoted earlier and which understandably confused JE.
