Default How do I get filtering to behave consistently?

Mostly when I filter by 'non blanks' it shows the result in alpahbetical or
numerical order (which is what I want). Other times it doesn't at all or it
might do it for all but the top cell (down from the header row) so for
instance I could end up with 211111222222 or random: 1222121211112
Why is this and how can I fix it?
