This appears to work but the zero does not actually exsist ie not in FX Box

Then it won't be a number that Excel recognizes as a number, it would be

Your data must be Text numbers not actual numbers.

The formatting just changes the appearance, not the value. If you want the value changed you could use a helper cell with a formula. ="0" & A1 Drag/copy down then CopyPaste SpecialValuesOKEsc.
