When bringing a value into Excel using the vlookup function the value
formatting is lost. Is there a way of grabbing the value along with the cell formatting and/or text formatting? |

formulas return values--not formats.

No, a formula cannot return a format - just a value.

But you could use Conditional Formatting to preformat the cells the values are pasted into, eg if you format colB as below, then:
A1 Russia (in bold) B1 (in bold) A2 Korea (in italics B2 (in italics) A3 France (no formatting) B3 (no formatting) but: A1 Korea (in italics B2 (in italics) A2 Russia (in bold) B1 (in bold) A3 France (no formatting) B3 (no formatting) You can only have three formats, of course...
