add a border based on value in cell
 
I am creating a spreadsheet for inventory. When I get to the bottom of the
first page, if the spreadsheet continues to the next page, I want to add the
border around the cells on the next and subsequent lines until I am through.
Most teachers will only need on page, but if it is longer, I need the format
to continue for the borders so that when I print it will be be able to show
"X of X Pages" in the footer.

You would want to use "Conditional Formatting" for this.

With the cell selected, go to FormatConditional Formatting...
(this function is disabled on Shared worksheets)

Use the drop down menus in this window to decide if you want Excel to check
for a specific value, a range of values or a formula result.

If the conditions of your cell meet your requirements, you can program the
worksheet to add a border, change the font, change the colour etc., using the
Format... button.

Can you do this to a range of cells in one row? I got it to do a single
cell, but the only cells that put the border are the ones that have something
in them. I need all the cells in that row to have a border and some will not
have data in them.
