Add $ to the column

You can either do A1 $A1 A$1 $A$1

the dollars sign are uused for copying cells to indicate you don't want the
column or row incrtemented when you do a copy

I can manualy do it. I see what your saying on the $ but how do I have a
constant cell and have Excel advance the rest of the formula by 1 for each
new row. Here is what ai am looking at.

=3%*((B5*B7)+(C5*C7)+(D5+D7)+E5+D7))

Here is what I want the next one to look like
=3%*((B5*B8)+(B5*C8)+(B5*D8)+B5*E8))

Is there a way to drag the formula and have it advance like this?

copy a formula down the colum and advance it by row only

Your two formulas are decidedly different
=3%*((B5*B7)+(C5*C7)+(D5+D7)+E5+D7))
=3%*((B5*B8)+(B5*C8)+(B5*D8)+B5*E8))

If you erred in typing the second formula and it should really be:
=3%*((B5*B8)+(C5*C8)+(D5*D8)+E5*E8))

then, make this formula look like this
=3%*((B$5*B8)+(C$5*C8)+(D$5*D8)+E$5*E8))

and copy it down
