Begs the question whether the OP wants, say, Hello upside down to
appear as rotated 180 degrees (in the same sense as rotating by 90
degrees) or flipped around the horizontal line. That is, does the OP
want users to read the text upside down or upside down in a mirror?

If this isn't needed for much, simpler to rotate some text 90 degrees
counterclockwise and other text 90 degrees clockwise.

Another option...

Put your text in an out of the way spot--a different (hidden?) worksheet.

Then select that cell
edit|copy
select where you want the upside down text
Shift-Edit|Paste Picture Link

Rotate that picture the way you want it.

Not quite as nice, but cheaper <bg.

and by pasting the picture as a link, you'll be able to change that out of the
way cell and the picture will update right away.

Alternatively, you could just paste the picture (not a link), then not clean up
that out of the way cell.
