border color does not change
 

I have tried to change the border on all sheets in the file and it works
except for one, it will not change from black. I have no clue what to do.
Any help will be appreciated.

You may have a Conditional Formatting for that cell

Hi,
Thank you for your fast reply. Do you mean conditional formatting under
format, I checked and it tells me no formatting set. Is there any place else
I can look? Thank you for taking the time to help me.
