something like this

=countif(holidays,"<="D4) &if weekday(holidays)<1

What does the 1 represent? Sunday?

=SUMPRODUCT(--(holidays<=D4),--(WEEKDAY(holidays)<1))

Or:

=SUMPRODUCT(--(holidays<=D4),--(TEXT(holidays,"ddd")<"Sun"))
