Cannot drag page breaks
 

In page break preview view, the document will not allow me to drag the page
break. The cursor remains a solid "white plus" shape and does not change to
the double-headed arrow to allow me to drag the break line. How do I get out
of this "fixed" mode?

Tools|Options|Edit tab
check the "allow Cell drag and drop" box
