How do i figure out this "the formula must reference the input values in
cells B15 and B16. These input values will not affect the computed values in
the table when generated."

i tried that way and because i change those numbers in cells B15 and B16 the
numbers in my table changed as well.

Perhaps you need to use absolute references?
=PMT(0.09/12,$B$16*12,-$B$15)
