conditional formatting for cell date to equal today's date
 
If the cell value is equal to today's date, then it should appear red as part
of the conditional formatting.

If D3=today(), then red/bold.

For insurance policies that will expire in the future, I would like a
formula to let me know when that date has arrived.

The cell date is that expiration date, so if I change that date to test my
formula, I find that it did not work.

What would be the best way to assign the formula?
