HOW TO COMPARE COLUMN VALUES IN EXCEL?

I want to compare zip codes in column H7:H500 against values in J7:J200, if
true "within 25" if false outside "outside 25". result in the I column.
LOOKUP, IF and MATCH did not work for me.

Any suggestions?
