This formula checks if C9 contains "jul" (it is not case-sensitive)
=IF(COUNTIF(C9, "*Jul*"), 40*E9, 0)

(An alternative is to use the FIND or SEARCH functions, but then you must
trap the error returned if the search string is not found)

Is that something you can work with?
