A formula solution for question 1
=INDEX(A:A,MATCH(VLOOKUP(30,C2:C22,1),C:C))
or
=SMALL($A$2:$A$17,COUNTIF($C$2:$C$17,"<"&30))
for 3 , a simple vlookup will work.
For macro use a looping for/each stopping when and go back one
