Function tooltip helptext

Hi all,
In 2007, when you enter a function into a cell, a useful "menu" appears with
matching functions and range names. When you highlight a function in that
list, a helpful tooltip appears next to it to tell you what the function does.

Is it possible to programatically "get" this tooltip for a standard Excel
function as a string?

Hoping for an epiphany!

Kind regards,
Bony
