personal macro won't open

When I open Excel from my shortcut with no file the personal macro book
opens. When I open it through a file for some reason my macro book is not
loaded when Excel starts. The path is set up correctly for start up and the
personal.xls file is not on the disabled list. How can I have it open the
macro book when I open files?
