SelfCert Fails to Create Certificate

I've tried several times to create a certificate for my macros. Selfcert
says "An error occurred during certificate creation. SelfCert was unable to
create your certificate.

I'm running Vista Home premium, version 6.6.6001 Service Pack 1 6001, and
Office Professional Edition 2003, (11.8237.8221) SP3.
