Excel Programming

What is the formula to arrange a set of numbers by a specific number.

Example, I have 1, 2, 3, 4, 5, 6, 7, 8, and 9.
I would like to arrange them by (3) every third number.

The answer would be:
3, 6, 9, 4, 8, 5, 2, 7, and then 1.
