Click the Office button. (Large button top left)
Select Excel Options (towards bottom right of dialog box)
Select Popular (which is default top left of dialog box)
The check the box for "Show Developer tab in the ribbon"
Close Options and select the Developer tab and you should be able to find
what you want from there.
As an added extra: Alt/F11 still toggles between the VBA editor and
worksheets.

Ensure that you save any workbooks with macros as type
Excel Macro Enabled workbook

Alt-F11 works in 2007 as in previous versions.
