Default Excel: reading tables with multiple rows and columns

Tried Vlookup, Hlookup, =if, Index, etc., but would need 37x37 variables per
line of formulae. Macro would also be too long.
Friend of mine suggested Visual Foxpro. Any chance of an Excel solution?
