hi,

i make the cell format to be #.000"''" ,

so when the input is ,for instance 12.352 ,it is shown as 12.352'',

but when i input 0.352 ,it is shown as .352'',

how to make it to be shown as 0.352''

Change the # sign to a zero (and I tend to inject constants that have
meaning in the format pattern by preceding it with a backslash).

Try this custom format... 0.000\"
