Are the cells presently strings or jsut formated as fractions?

Highligt one of the cell and go to Format Menu - Cells - Number. If
Fractions are selected than change the formatging to numbers and set the
number to 2.

If the cells are strings then you have to remove the single quote in fron of
the number. If you copy these cells and paste special values the text will
get changed to numbers. Make sure yo paste into a diffferent cell then the
one originally copied.
