Shift-JIS to UTF-8

I have a toolbar in Excel where I need to translate Shift-JIS to
UTF-8. The code is in VB. Can anyone point me in the right direction
in terms of functions out there that convert Shift-JIS to UTF-8 or at
least help me understand how to make such a conversion in VB?
