i go right click on tools, click on forms and through that add a button to
wich i then assign a macro..

how (if possible) can i have that to "float" when users scroll up/down on a
worksheet?

Rather than add the button to the worksheet add a button to the toolbar in
excel. Go to View Toolbars - Customized.
Select Macro - Custom Button.
Drag button to toolbar.
Doble Left Click new button to assign to a macro.
