Excel 2000 Opens, but spreadsheet cannot be seen

I have researched this problem and have not found the solution. We have
created a VB.NET application that creates an excel file. Once created we
display a link to the excel file. This works on all PC's that we have tried
except one. On the "one" computer, when the link is click, Excel opens, but
the spreadsheet area does not refresh. In short it displays a picture of what
was there prior to Excel opening. All other functions work in Excel. I can
arrow down and see that I am going cell to cell in the address bar, but still
the spreadsheet doesn't refresh and does not show us anything but what was
displayed there prior to Excel being selected.

We have
1. Uninstalled Office and Reinstalled.
2. Updated
3. unregserver nad regserver
4. Ensured that the ignore other applications was turned off.

If I open Excel first, and use File - Open... No Problems.

What are we missing to make this work?

Thank you,
