Sheet select
 
The GetOpenFileName function creates an Open common dialog box that lets the
user specify the drive, directory, and the name of a file or set of files to
open and access.

Is there a similar function in Excel that lets the users specify which
worksheet from the workbook they wish to access.

Do you mean before the workbook is opened - select which sheet to activate
when it is opened. (if so, then no).

Sheet select
 
right click on the "VCR" controls at the bottom of the workbook window. This
gives a list of sheets.
