Addin not loading
 

I have a vb.bet addin for excel created in Visual Studio 2005. It
runs and tests correctly on the development computer. When I
distrubute the setup program and install on another pc, the problem
begins. The install goes properly and the addin is added to the
registry with a loadbehavior of 3. But when I start excel, the addin
does not load. And upon rechecking the loadbehavior setting it has
been changed to 2. I can manually changes the setting in the registry
back to 3, but each time I restart excel the setting gets changed back
to 2 again. I am not sure what the problem is. Any help would be
greatly appreciated.
