How can I use excel formula to force an entry to be input to Field B, if
Field A has certain value ?

Use conditional formatting to turn the Field B red if A has a value and B is
empty.

Eg:
=AND($A$1<"",$B$1="")

Assuming you mean on a sheet - you don't specify.
