Mike,

It sounds like you probably should go with option buttons from the Forms
tool bar assuming the choices are exclusive. These can easily be made to link
to a specific cell. Then, depending on which option button is selected, the
linked cell will display either 1, 2, 3... etc. Your formula can then refer
to this linked cell. Assuming the linked cell is J1:
=Choose(J1, "A", "T", "Y", "U")

Alternatively, perhaps something like this:
=IF(A14="x","A", IF(A15="x","T", IF(A16 = "x", "Y", IF(A17 = "x", "U", ""))))
