Default Is it possible to access internet explorer settings by vba

Hi, I have a few qustions:
* Is it possible to access internet explorer settings by vba? I'm trying to
access and change proxy server address and port if possible
* Can I restrict users to change the IE options on a LAN?
* How can I catch the IE when just started?
