Is there a way to share a workbook over a network ?
If it is opened, then still allow another user to acces and modify it ?

Yes, With everyone Out of Excel, You alone
Open the Workbook, Select Tools, Share Workbook;
Click the box Allow Changes.....
Save the File, Exit Out
It is now ready for any and all to access it simultaniously.
