insert a macro into a workbook using vba

I have a macro, m1, that is run from an add-in menu. I would like m1 to
insert a macro, m2, into a blank workbook, b1.xls, so that m2 is part of the
file b1.xls.

Is this possible?

Create a template workbook with m2 in it, and create the workbook from the
template.
