Dropw down user form in Excel
 

Maybe you can use Data|Validation as the dropdown.

Say the cell that will contain the part number is in A2
Then in B2, you could use:
=if(a2="","",vlookup(a2,sheet2!a:c,2,false)
in C2:
=if(a2="","",vlookup(a2,sheet2!a:c,3,false)
