Urgent Help Visual Basic

I would like to create a small approval flow programme on excel and I want to
know how I can go about doing this.

For an example if I want some-one to approve or reject a spreadsheet
electronically and I want them to be alerted when there is something for
approval.
Is this possible using excel or visual studio

It seems to me that Email is your easiest to do this. This can be
integrated both in Excel and VB.

as I am a novice regarding and I would really appreciate it and thank you for
