After one loads up data into the cells, is there a way to collapse specific
rows for easier user viewing?

Data|Subtotal
or
data|Group and Outline|Group

Or maybe even applying a filter (Data|Filter|autofilter) would work.

Those woud work but I am in VSTO land...how would one do that
programmatically using VB script, say data|group?

I would record a macro in excel, then try to modify it to VBScript.

(I don't speak VSTO.)
