Default Why can't I access VBA Help topics?

I can access all help topics that pertain to things other than VBA, but when
I click on a VBA-related topic, the Help window comes up, but no HTML file
associated with it ever comes up. So, basically, it always pops up with a
blank page.

I have re-installed Office 2003 Professional, gone through the suggestions
on Microsoft's website, including the one about going through Add/Remove
Programs, and I have tried selecting Internet Assistant VBA from the
Add-ins... menu, all to no avail.

Microsoft is really frustrating me! Somebody please help me!
