I want to know if it is possible to make a macro that I recorded in one
workbook, accessible from another one? Right now it seems that I have to have
the workbook with the marco that I want to run, open. Can I make that macro
available in all workbooks?

Yes the workbook does need to be opened. However it does not need to be
active and it can also be an addin which runs behind the scenes. Do a
google search on creating custom XL addins to find info on creating a
custom XL addin
