Locking a toolbar location
 

I was wondering if i could lock a toolbar into the window instead of having
it float when they open a certain file.

I have a custom toolbar that is attached to a file, and when the file opens
i have two toolbars (Standard and Formatting) disappear.Then i have my custom
toolbar appear. What i want to do is have the toolbar on the first row in the
window.

Is that possible, if so how?
