Default module not found error in Excel Marco

I encounter an Excel 2003 problem with error "module not found" when a
particular excel file was opened on some of the workstation. I did a trace
into the macro and found it the line of code that cause such error is a call
to "fm20.dll".

I am sure the fm20.dll exists in the workstation and strange enough, the
excel and macro works fine after I change the workstation locale to "ENG(US)"
from Chinese.

Is that compatibility issue or other problem?

Could someone advise?
