Auto Rostering of Staff

Dear Forum, I could use your valuable help your with an issue.

I want to create a monthly work plan set up in excel.

I have created a staff list with two Employee types N and P.

What we need to do is auto assign each day shifts as per the
"Requirement", until all the required are reached and then move on to
do the same for the next shift etc.

If however in the "PLAN" a V or an F is already entered then we ignore
the employee and move on to the next name.

When a day is complete then we need to do the same for the following
day etc.

So far so good.
Not all staff can do all the shifts so I have created a staff and shift
page where an “x” indicates the staff member cannot do the shift, and
should be ignored for that shift.

The final issiue is that If one member of staff can do a certain shift
he should not be given only that shift rather we choose randomly or use
some setup like this.
“If Andrew has an A shift on day 1 then start searching after Andrew
for possible staff on day 2 and so on. (Of cource we need to return to
Andrew if after A_Z searching no other staff could be found.

Do you think such a set up is possible ?

If so I would need and very much appreciate some help from you in
creating it.

My Toils so far are available at the following link:
