Is there a way to make a spreadsheet open at system log off?

I have a timesheet that I would like to have pop-up when a user hits shutdown
or logoff. I guess it would have to somehow pause the system log off until
the user closed the spreadsheet. I'm sure it can be done but does anyone know
how to go about it. I read that actions can be performed on WMI events, and I
know the WMI events for logon (538) and log off (551). Anyone know how to
code this?
