Locking out parts of worksheet actions
 
I was wondering if there is a way to protect a workbook such that data can
still be entered in all the fields not marked as locked, and also to lock out
the ability to insert new columns or delete columns.

If you use Excel 2002 or 2003 you have this option when you protect the sheet
