I have a dialog box with 4 sets of grouped textboxes. I was wondering is
there any way to place a boarder around each group so that they stand out
more as separate groups

Use Labels with 'Special Effect' of Sunken. Place your groups over each
label. Be sure to make the label wide and tall enough to encompass the
entire group.
