can excel webpage link in a website be edited at user end

I have a website . I want to insert an excel sheet link so that certain
authorised user can open the excel sheet link from the web site and
enterdata/ edit the excel sheet and save it so that this change is viewed by
other users who visit the web site. Also, only authorised usershould be able
to open this excel link
