Restricting data entry

I have a project that is probably better done in Access but the ultimate end
users do not have this application. Therefore, I will need to create it in
Excel.

The most pressing issue is anyone should be able to enter or update a record
but there will be very limited ability to delete a record or any history
pertaining to that record.

Can this be done? Any suggestions on how this can be accomplished would be
greatly appreciated. Thanks for the help.

John Walkenbach has an enhanced dataform at:
http://j-walk.com/ss/dataform/index.htm

(and the code is available for a minor fee ($20 USA), if you want to modify it
to remove/modify the delete portion.)
