Default Cannot paste Toolfaces

Hi,
I am trying to build a custom toolbar with some custom images that reside
on a spreadsheet. I add a tool, then copy one of these custom images, & when
I go to paste the toolface, I get a blank tool. I have written a routine in
VBA and Excel 4 macro languages to build the toolbar, only to find the same
result in both. This machine is running XP with Office 2003. This problem is
exclusive to that machine & we cannot reproduce it on any other machine we've
tried it on. Clearly there seems to be a unique issue on that machine causing
this wierdness but we have no idea.
Has anyone had a similar problem?
