Excel control layout

Hi, is it possible to arrange the controls in excel, so that th
controls won't occupy/block any cell in the worksheet, and this set of
controls would be visible across all worksheets in the workbook.

The layout is something like this:
___________________
|File Edit View Insert....| <---- Excel menu
|__________________|
|My Controls...............| <---- All my controls here
|__________________|
| | A| B| C| D| E| F| | <---- Start of the worksheets
|1| _|__|__|__|__|__| |
|2|__|__|__|__|__|__| |
|3|__|__|__|__|__|__| |
|tab _______________|
|status bar__________|

Thank

A docked custom toolbar is the only way I can see doing this.
