Conditional Test with Text to Speech Output
 

I am looking for a way to conduct a conditional test and have the outpu
be Text to Speech. For example, I'd like condition 1 to play
particular message and condition 2 to play another message. Ideally,
function would work best but, I can't find an appropriate one in excel.
I'm not sure how else to appomplish this.

Please be as detailed as possible in describing your solution.
